Whirlpool top load washer sensing issue

Cant get it to go past sensing. Ran the manual test and auto test and not getting an errors or error codes. Usually when I start a cycle, it starts sensing and filling and that’s it. It just keeps filling. Sometimes making a humming/buzzing noise and not filling. I have already replaced the shift actuator and that was not the problem. What should I try next? Also drain and spin gets past the sensing issue so that cycle works fine.
