Kenmore 110.29672800 - type 111-05 top load. Won't add enough water

I have a Kenmore top load washer, type 111-05, Model 110.29672800, serial CW4520608. It works nad goes through all the cycles, but will not add enough water. It only adds about half the amount needed. Both hot and cold water seem to be flowing just fine, but the machine starts before there is enough water. Can only do small loads even on the "max" level setting. Brand new problem
