iCloud Backup didn’t restore all my Photos (Backed Up)

I don’t know much about iCloud Backups, but I reset my phone which I knew for a fact was backed up. I had 3,000 photos and the latest backup was a few days ago which is the one I selected when I logged into my Apple ID. Anyways, only 599 photos returned to my phone. Can anybody help or know why?
