How to change an existing apple id to a child account

The title says it all. We've created accounts for the kids. They are part of the family sharing. But we didn't create them as CHILD accounts and we now want to activate ASK TO BUY (as we had little surprises the past weeks).

There is no way for us to convert their account into CHILD account. When trying to activate ASK TO BUY, the only option available is to create a child account. And if we try using our kids apple ID, it will say that the apple ID is no longer available.

Any help would be greatly appreciated!
