Need older version of iOS

Hey friends -
I have an older iPod touch 4th gen. It has iOS 6.1.6. I'm using it as a live camera with the Wowza GoCoder app. It worked fined on iOS 6.1.3, but then I updated iOS and the app IMMEDIATELY crashes (closes) upon launch. Basically, fresh install of 6.1.6 -> get app -> app crashes.

Basically, I need the 6.1.3 version of iOS back. I do not have backups to revert back to. I can (and have) wiped and reloaded the device (no change). I don't want to mess with jailbreaking stuff if I can avoid it.

I've tried <shift restore ipod> and downloading one of the 850MB files for 6.1.3 on the internet, but they fail to verify.

Are there other options to get old iOS version installed on my iPod?
