All of my photos aren't uploading to iCloud

I got a new phone and I backed up my iCloud. However on my old phone I have over 4,000 photos, while on my new phone only 2,900 transferred over. On my iCloud (online) it is only showing 2,949 photos. How come this is happening? What can I do?
