Paket Loss every game with great internet speed and low latency

I used to have no problems with lag, sometimes it was random but not frequent. I have the same ISP for years now.
My ISP runs around 90 Megabits per second and Latency: 1 ms. I no longer have a game without paket loss, which means lag, teleporting, rubber-banding, no-reg shots etc every dam time.
I play on Singapore servers that show 37 Ping and 0% Packet loss on the game 'data centers'
So how do I know is it my ISP or Apex servers casuing the problems.
