clarification on the octane stim buff

Damn that hurts a lot. His strafing in duels was going to be nuts if he was immune to bullet slows. This pretty much makes it only useful for cleansing big slows like Bang ult or an Arc Star. Not sure how it will work if you want to run through caustic gas if you can just get slowed after the initial cleanse.
