I'm just suggesting for octanes stim to be better

Octane is not really good still but the little tweaks helped a bit and reworking his stim and changing his passive would help were the passive is built into stim and you don't take damage by stim but you can only use it every so often kinda like titanfall 2's stim but i don't know what for passive
