Octane Heirloom

I really want the Octane Heirloom but I dont want to pay an Arm and a Leg for it (no pun intended) if I save my Apex packs starting now, then when the Octane Heirloom gets added to the normal loot pool will I have a chance of getting it or are the Apex Pack items already locked when you get them? Also, does anyone have any proof backing your statement?
