The Eva 8 fire rate is kinda broken when other players use it

I noticed since the very start but only the very last game did it get so bad, an enemy with a purple bolt fired almost twice as fast as mine (which also had a purple), because of that he emptied his entire mag and I only got about 3 shots off
Does this happen to anyone else?
