Turtling player - when to pivot from booming?

So I am not a very strong player - ELO is around 900-1000 and I prime Chinese (maybe not the smartest move for a weaker player, but I like the system!).

I've always turtled in RTS. But I keep finding that I'm building way too strong of a boom, indicating that I'm waiting too long to pivot. Often I have the highest econ scores, but that's not the point of the game ovbs!

So for other people who play like me - when do you pivot? Maybe at what resource levels do you start ramping up the military?

Side note: I have no idea how people have enough wood to build SO MANY PRODCUTION BUILDINGS!! Even when I otherwise have the resources to go, I can't understand how they can build like 30 stables :-p
