My villagers can't build

Don't know if anyone has had this before but I can't work out the issue.
So I just got the game and did a few campaign missions with no issues, but when I load up a skirmish (I have advanced settings and realistic overhaul running) and get into a game my villagers cannot build anything, there's just no option for it, they can move, attack move, garrison and shelter but that's it and the only tabs I have is abbiliteis and landmarks. Anyone know what the issue might be
