Extreme AI differences?

Is the extreme AI different between HD and the regular one? I got done doing a game against HD AI on extreme and they were much more aggressive, rushed me in late feudal with scouts, spears and a few archers.
By Imperial they were using large amounts of Hussars and cav archers, skirmishers with rams and trebuchets.
I don't think I've seen the regular AI come out tnay aggressive when I've played against them
