Can someone explain to me how fishing ships determine where they farm?

Casual player who only runs QP here on PC. Been playing Japanese lately and using fishing ships to do the lions share of food harvesting. I will build a dock and right click on the nearest tile of fish and begin building ships. Once my ships have depleted that spot they will typically find the next closest tile to farm.

Fast forward 10 minutes into the game and my food generation has slowed down substantially. I go to see what the problem is and my finishing ships are farming from a tile nowhere near my dock and have passed over 5 spots that would have been closer.

Is there a fix to this? What am I doiny wrong? Am I an idiot for relying on my fishing ships? Any insight would be appreciated.
