If you could buff one civilization, what would it be, how would you buff it, and why?

I think everyone has a good insight on this. We all play that one civilization that either feels too generic, missing a tech they shouldn't, missing a bonus they could use, etc. Basically, a civilization that feels unfairly weak.

My first choice would be giving Celts access to the last archer armor. This civ stinks on ice vs. CA Hussar or Arbalester Hussar. Without decent skirms, bracer, or Thumb Ring Xbow, or instances where you can't play Halb SO, it blows. I know a lot of top tier players like Hera would agree with me here, but I wonder what everyone else thinks.
