Asking for a promotion at my current job.

Okay first off sorry if this isn't the right place, but I'm looking for advice.

So I actually really like my place of employment we're a small private liberal catholic university, and I get to attend for free.

The issue is, a few months after I started my whole department was leaving we're a school it happens. But I was hired for one role with a very set guide for the role. However I have gone from 1 person fulltime and me having a split role, to me. Now I'm coming up my year. And I am looking for advice on how to approach about a promotion and title change. To put it into perspective I am a lab tech I my role pays about 33k. The duties I've picked up should change my title to specialist even though that normally requires a degree, I have the experience to back it. The national average for that is 65k.

What would be the best way to approach about this? My assistant director is already backing me up on this.
