Since WWII, Healthcare has been tied to employers and the standard waiting period if 90 days makes it so difficult for employees to move to new jobs. Why wouldn't corporate America fight against legislation that would immediately allow free career movement for the entire population? How many times have you heard "I can't afford to quit"? It would be so much easier to ditch your shit employer if you had continuing insurance coverage that didn't cost you a whole month's salary (Cobra). Imagine how big the great resignation would be if everyone were free from the Healthcare chokehold of corporate America.
