It all starts with issuing online licenses and gaming servers requiring said license

The individual is personally accountable when caught

You can also build a history on the individual

Penalize points for foul behaviour

The individual is finally held accountable for foul language, creating a friendly and non toxic environment for those who wishes to play in those family friendly servers
