Why do some people (mostly elderly) pronounce why as "hwy" and when as "hwen?"

Was there an event or a very well known person that pronounced the H first? I know language is ever changing, but I don't understand how the pronunciation(s) would naturally have been picked up this way. I think it sounds obnoxious but I'm sure there I'd some sociological explanation...?
