Is it legal to capture candidate species in california in order to preserve them?

There's a few different categories in California and one of them is labeled as candidate species which I presume means that it's about to be threatened but hasn't been put on that particular category yet. I'm assuming you can't capture endangered species and possibly threatened species for preservation but how about candidate species?
