Panel question: What is and what isn't considered 18+?

Post Body

I'm thinking about submitting to two conventions this year, and my first go around (AnimeFEST Dallas 2022), was a good one, despite the fact that we had technical issues up the ass. (for those who don't know, that con was with the Luxum Group, and I was allowed a panel slot because they said they could allow for remote panelists.)

But that is neither here nor there. I had rated my last panel 18 despite the fact that I had no mature content in my panel, only a little language. And during the post mortem that I had with the convention, they told me that language isn't necessarily 18 .

So what is and what isn't considered 18 ? Is it content or language?
