The key problem is simply this: The war needs to become unpopular in Russia in order for concessions to be extracted.
That is no longer the case. If anything morale is somehow getting higher. Conversely Western countries are going through a recruitment crisis and don't really want boots on the ground anymore.

Exactly. I'm not saying it's morally wrong to mount a counteroffensive but the PR has definitely shifted in Putin's favor.
