Prison schooling has a pretty great track record in cutting down on recidivism and was part of the negotiations that Bukele initated with some of the biggest gangs. If they keep at it I can see it work out. There's a point where crime makes it impossible for people to conduct business or finish schooling at which the poverty becomes self-sustaining, so if they use this breather correctly I could very much see it be the change they needed.
