"Robust" response is such an unspeakably weird way of phrasing it. I wonder how much of this is translation and how much of this is cop-out speak cause they know they can't just ooh-rah their way across the border.
Back then everyone was still riding the high of the Soviet Union's collapse, India was being very cultured and they had a fair bit less of a shitshow going on on the homefront. As the others said, this is a lot less stable nowadays so triggering all kinds of monkey business all around them if they overextend themselves is a very real possibility.
I think when it comes to geopolitics we need to move away from the idea of chess and more to one of Poker combined with Russian Roulette.
