Why do anime characters shout the name of their attacks

I'm trying to think of in-universe and IRL reasons(besides the fact that it sounds cool), like imagine you're fighting someone and all of a sudden they shout "ULTIMATE MOVE: KICK IN THE NUTS!!!!", you'd immediately protect your balls, because your opponent just announce what they'd do. Also why does this happen specifically in anime but it's so less common in western media, is it a culture thing?
