Find two anime from my past with zero luck and can only roughly describe them

Edit: These animes are from the 90's to early 2000's
1) Mecha anime where main character collected mech based off chess pieces and the rival/ villain had to lift weight to activate his mech and both had these little blobs that sat on their shoulders
2) knock off sailor moon. Main character was a chick that would turn into some like Super powered nurse but he wand needed some green fluid in it to transform her and there was even a tuxedo mask type guy in that
