Falling and rising inflection at end of sentences? Does it mean something?

One specific character is Roswaal from Re:Zero. At the end of many of his sentences, his pitch falls then rises again. I get the impression that's almost a cutesy-mocking tone, but wonder if I'm missing something in translation.
Google fu is failing me, but wondering if anyone on here could give me insight on if there is meaning behind it or just the way certain characters talk.
