Is it normal that WebView has worse performance than Chrome on old phone?

Hey guys!

Me and couple of friends have been working on HTML5 game for couple of weeks now. And I wanted to try to wrap it up in Android/iOS WebView and so far its working pretty smooth on iOS and on most of Android 7 devices. I decided try give it a try on some older Android phone( S5, which is Android version 6.0.1). It was kinda disappointed to find that the game was really laggy and overall really unplayable on the application. But the strange thing is that game runs perfectly on Chrome browser in the same device. So this got me really curious about WebView's and I started digging in to it.

So far I learn that all Android phones after 4.4 has build-in System Android WebView, which is updating occasionally. For example right now the latest version is 71, same as Chrome's version. Which got me thinking that they are based on same Engine. So why the performance is so different. Yeah I know that there are other processes going in the application but still is that normal?
