I can't help but notice what an immense burden it was to have constant ships land in Ostia day in and day out to feed that massive city. There were times that the whole city flipped and burned houses because the shipment was late.
I never heard anything like like this happening in Milan or Ravenna, neither in the the coastal Gallic cities like Arles, Narbonensis, Marseilles, etc...
Now I understand the east had Constantinople and its shipment from the whole Nile delta, but Im more so focusing on the West here and the Latin cities.
Surely, the administrators by the time of Stilicho could have seen what an immense liability it was to depend on overseas crops, especially one so far away.
Was there any attempt to reverse this and start cultivating Italy to feed the populace? I mean it's not like that was impossible, especially since the Po valley is so abundant in fertile soil.
