Why aren’t carryon rules enforced?

Sitting in waiting area staring at the carryon size cart. Looking around at all the carryon bags. I’m guessing 80% wouldn’t fit the official size. Why don’t airlines enforce the rules? It would make boarding so much easier and faster.
EDIT: many of you are right. It wouldn’t make boarding faster by checking sizes, unless it’s done at check-in at the front. But almost everyone checks in online now and goes directly to the gate. It would be too much hassle for the gate agent.
