Anyone else having issues booking refundable fare?

I am trying to book a main class ticket with the refundable fare upgrade. I can always get to the screen where it seems to have added it and the new price is shown along with details about refundability. However the second I click "as guest" the price goes back to normal through checkout.
This cant only be me right?
