There should be only 2 tiers - Violent offenders & Non-violent. That is it. The 1% who laugh at us & look down their nose at the other 99. THEY need to be held accountable, same as every other Jane & Joe. They need to fear being imprisoned. And all that cums in it. I mean, “with” it.
