“Alexa, turn on/off lights” only works with dimmable lights

Dimmable Switches (working): Leviton DZ6HD-1BZ Decora Smart 600W Dimmer with Z-Wave Technology

Dimmable Bulbs (working): Phillips Hue

Non-dimmable switches (not working): Leviton DZ15S-1BZ Decora Smart Switch with Z-Wave Technology

Also using several Leviton DD0SR-1Z 120VAC Decora Digital/Decora Smart Coordinating Switch Remotes for 3 way switches

Hub: SmartThings Hub V2

Issue: I’ve grouped devices into 5 rooms with various echo devices designate as the “Alexa” for that room. The expected behavior is that when I say “turn on/off” lights, that all smart light bulbs (Phillips hues) and smart light switches (Leviton, various) turn on/off. However, currently, on dimmable light bulbs (all Phillips Hues) and dimmable light switches (Leviton DZ6HD-1BZ) turn on/off with that command if there are dimmable and non-dimmable light devices. If that room contains only non-dimmable devices, then the command works as expected. If the room only Contains dimmable devices, then it works as expected.

Anyone have any idea what could be causing the non-dimmable switches (connected to Alexa through smarthings) not to work properly?
