Unable to change country for kindle at amazon.com

Recently I have not been able to switch my country between Canada and USA for my kindle purchases at amazon.com.
I try to do this here:
Content & Devices > Preferences > Country / Region Settings
and I get this error: There was an error processing your request. Please try again. If you have recently removed this item, please refresh the page.
Customer service has been useless. I need to change the country for kindle unlimited and I do not want to move to amazon.ca
Any ideas or workarounds?
I've tried doing it on iphone, kindle fire and web.
