Building an Ensamble RXTX kit. Have a question about tested voltage of power supply stage.

I'm currently testing the power supply stage, as detailed at the bottom of the page linked above. I am powering the circuit with a 12V, 2A power supply I found on amazon. When testing the 12V rail, which states should test at ~12V, I am getting a reading of 11.75. The 5V rail tests at 5.0V.

My knowledge of PC computer says that 11.75V on the 12V rail should be fine, but I just want to make sure that also applies to this circuit.

Should I troubleshoot, or is everything fine and I should move on to the next step?

Edit: The adapter with no circuit attached measures at 12.35V
