Want to make a 1/4 wave groundplane. any one got a link to a good tutorial or any tips?

Hi. i have a budget of up to £20 and am not that amazing at making things. I can however solder and things like that. I want it to be somewhat potable and by that i mean i want to be able to carry it around with me.

EDIT: hmm, with regaurd to what band, i was thinking 2 meter but i recently had allot of success on 70cm. I guess ill take tips on that too. I'm extremely new to all this.
