What is this a symptom of?

The backside of the leaf has black spots and the top has these yellow translucent spots where the black ones are on the backside of the leaf. Anyone know what this means? Is it a symptom of something?
I have sprayed some all season horticulture spray (past 2 months) on them to treat some white fuzzy stuff that was growing on the plant
