How can I fix this?

I found these online for a really good price due to this leather issue. It looks like someone spilled a chemical or perhaps hand sanitizer on the leather, which caused the finish to flake off.

I tried using a bit of brown shoe polish but it didn't do anything. I thought about using saddle soap to try and strip the entire front of the shoe and then reapply polish but that seems risky.

Is there anything else I can try? I'm not opposed to letting a professional do this since the price I paid was so good.
