Is there anyway to report on a non union company flouting trade boundaries. Ie. Having one skilled trade do another skilled trade. Like refrigeration doing electrical work

Just as the title says curious because if unions were involved there would be recourse for the union rep to fight with but I'm unfamiliar as to whether there is anyway to keep this in check with some yahoo outfits? I know the refrigeration mechanics could and should refuse as it's not part of their job but the company is leaning on them to do it.
