Just for jokes, What if the state started to charge an inspection fee at certified locations and withhold vehicle owners PFD's until your vehicle is inspected and winter tires are checked out? I realize this won't help with horrible drivers, but perhaps a quick obstacle course at the end of the inspection? I'm sure the DOT already has enough people doing nothing to cover this.
