Limited by law to semi-auto - shotgun or sniper? And which gun is the best to start out in those categories?

I tried looking through the FAQ, but it mostly covers full auto weapons only, discouraging the use of snipers. Unfortunately, my country only allows weapons with more than 0.5 Joule per shot to have semi auto, it is not allowed to even have the capability to shoot full auto.

I am now looking for either:

  • A good, single shot only M417, if such a thing exists, or
  • a good, possibly short, shotty.

I was thinking something along the lines of a shorty or sawed-off, I'd prefer tripleshot and magazines that look like shells, but open to critique on those (as I do not know their advantages and disadvantages).

Anyone here who can point me in the direction of some guns or at least where to look for resources on those categories?
