Big News on State to State transfers process! Should be better for the member…

From the new PSDG and effective immediately:

  1. ROLES AND RESPONSIBILITIES: The transferring member maintains all responsibility for their transfer and therefore must bear the responsibility and burden of proof for all necessary documents and must ensure they accomplish all required items. The transferring member must ensure they contact all required parties listed in this PSDG to expedite their transfer and reduce errors. Involved sections include but are not limited to the local Retention Office Manager, Military Treatment Facility, and Force Support Squadron, and Military Personnel Flight. Always follow local guidance in addition to this PSDG.

  2. PROCEDURES: This section outlines the specific steps and responsibilities for the program process.

1.1 Transferring Member.

1.1.1. The member changing their state or unit affiliation must ensure the gaining unit/wing offers their AFSC and there is a valid vacancy. The member will complete this task by contacting the gaining wing’s Recruiting and Retention Flight Chief or Retention Office Manager (ROM). The Recruiting personnel will advise the transferring member of AFSC availability and provide a point of contact for the AFSC within the new unit. The member will then speak with their current ROM before starting any other process. The ROM will advise the transferring member of any local policies in addition to this PDSG.

1.1.2. If the member’s PAFSC or any previously qualified AFSC held by the member is available and there is a valid vacancy, the transferring member will contact their servicing Military Treatment Facility (MTF) and ensure a current AF422 is on file and the member is worldwide deployable. This AF422 will be used to verify the transferring member’s medical qualifications based on retention standards (not accession standards).

1.1.3. The transferring member will initiate an AF1288 found on E-Publishing and complete all required sections of the form. The member will complete and sign page one. The member’s current Commander or approved delegate will complete the first endorsement authorizing the member’s transfer. The AF1288 will be sent to the gaining unit in order to obtain the second endorsement and will be completed by the gaining unit Commander with the appropriate PASCODE, duty AFSC, position number, and Effective Date Change of Strength Accountability (EDCSA). The EDCSA must be coordinated between the transferring member, losing unit Commander, and gaining unit Commander. The third endorsement will be completed on enlistment day by the gaining MPF/FSS.

1.1.4. The member will need to ensure they out-process with their losing Retention Office and Wing specific out-processing checklist. The transferring member must make every effort to ensure their losing Commander is aware their transfer has been approved.

1.1.5. It is the transferring member’s responsibility to coordinate the AF1288 process with the gaining Recruiting Flight Chief and/or ROM. The member must contact the gaining Flight Chief and/or ROM to assist with scheduling appointments with the gaining Commander, CSS, and/or MPF/FSS to complete their transfer on the date of their gain into their new unit/Wing.

1.2 Military Treatment Facility.

1.2.1 The losing MTF will review the member’s AF422 and provide guidance and clarification if any medical items require attention. The gaining MTF will review the member’s AF422 and utilize the most current medical retention standards for guidance.

1.3 Force Support Squadron.

1.3.1. The losing MPF/FSS will advise the member of any personnel actions which must be completed prior to the transfer. The gaining MPF/FSS must complete a new DD4-enlisted /NGB337-officer, AF2030, and NGB3621 (same process as a reenlistment) reflecting the member’s new state of affiliation. The third endorsement of the AF1288 will be dated and signed by the gaining MPF/FSS the first day of the member’s regularly scheduled drill and will be the day of transfer. The gaining unit will provide the required enlistment documentation to the losing MPF/FSS to accomplish the transfer through vPC. Once the projection has been accomplished by ARPC the gaining unit can then gain the member in MilPDS.

1.3.2. The losing MPF/FSS must complete the transferring member’s separation immediately for ARPC to complete the transaction in MilPDS. This ensures there is no lapse in the transferring member’s pay.

1.3.3. For intrastate transfers (IST), only an AF2096 will need to be accomplished. Signing of Section II of the AF2096 will not be delegated to anyone other than the gaining Commander. Section II of the AF2096 is the requestor (gaining Commander) and Section VI is the approver (losing Commander). The gaining MPF/FSS/personnel office signs section VII.

1.4 Retention Office. 1.4.1. STS and intrastate transfers will be administered IAW current Fiscal Year Recruiting and Retention Initiatives and Incentives.

1.4.2. All members currently serving in an incentive written agreement (local or national) who transfer to another ANG Unit will retain their current incentive program provided the member remains in the same AFSC. The Retention office will ensure the adherence of local wing guidance on classification procedures. 1.4.3. Transferring members retraining into a new AFSC will only be authorized to continue incentives if the member’s AFSC is on the current NATIONAL or LOCAL INCENTIVE AFSC LIST.

1.4.4. With prior approval from NGB/A1YR

1.4.5. Line Officer AFSC cross training into a Rated Officer AFSC is not authorized to retain incentive.

1.4.6. Members who have not completed Initial Active Duty for Training (IADT) who wish to change their AFSC must choose an AFSC from the NATIONAL or LOCAL INCENTIVE AFSC LIST effective at the start date of the current enlistment. Exceptions to policy will not be considered.
