So I'm currently a SSgt in a TSgt slot but in "Excess All Others" at the moment. I meet all the other requirements for sewing on TSgt (6 years TIS and 2 years TIG) and have a 7 level in my primary AFSC. I just retrained to 1B4 and have orders to tech school. As far as I know I won't be able to actually sew on until I graduate and am not in an Excess. My question is: What will be the effective date of my promotion once I get it? The date I met the qualifications (1 June) or the date I am both graduated and in my own slot?
It will be the date your promotion is approved by your wing FSS, sometimes the beginning of that month depending on your policy. You can sit in a "ready to promote" for months or years and it will still be based on the date your promotion package is approved and processed.

For sure. Priority one is getting out of excess. You can promote to TSgt using the previous 7 level, so you don't need it in the new career field but you can't get past ssgt in the ANG without being in an individual billet
