Is this exposed metal dangerous? Intense cleaning led to grime and buildup removing part of the metal from bottom of tray. Grate goes above this food doesn’t touch. TIA!

If it's teflon then yes it is dangerous. And it's likely to contain teflon.

If the coating comes off then you are exposing yourself to teflon.

Well it's definitely preventable. Not often are human beings surrounded by regular exposure to forever chemicals like teflon.
