What should happen if team can't agree on story points?

To start off with, I'll just lay out my opinion that our Scrum Master has crappy leadership skills because she tries to force people to come to agreement on things. (Everything, not just story points.) Having said that, I'm curious what other teams do. Say you have a story in Jira, and the SM asks the team to story point it. Joe says 3, Bob says 8 and Sam says 13. What if Joe has very firm belief that it will be a short task and won't budge off 3, and Sam is equally firm and won't budge of 13. What does your team do?

Sometimes we will take the average, which is fine. But sometimes (and this is where we struggle) our SM sort of browbeats the Joe's and Sam's into agreeing with each other, which of course causes conflict. If you don't want to take the average, and the high and low votes won't meet in the middle, is there another approach to congenially getting consensus?
