As a controlled user with a generally healthy lifestyle, I find that I sometimes ask these questions. I realize I'm departing from friends and social constructs in order to pursue more powerful things to help them live their lives and use inebriants for the purpose of keeping up morale/to persist on the endeavours. I also know some people who have similar stories/reasons for their usage. I wonder if the Ice King has a similar backstory/motivation as i just described.

Another line I remember is him saying, when he spoke to the cosmic owl. "Do people not like me, because I’m a magic user?" And allegorically, ice can sometimes save people (seen when Finn was trying to protect Bartram)
