Would consider skincare an investment or luxury?

if so, why? How much do you spend monthly for your skincare routine? What part of your routine do you think is an ‘investment’ and what part is luxury?
I personally think sunscreen and vitamin c/retinoid serums are investments and the rest are just accessories. I do have a budget of 1,600 pesos monthly pero di ko naman nauubos so most of it goes to savings as well.
