Is it okay to connect to another HR associate of the company you applied to for questions regarding their hiring process?

Hi! help your fresh grad girlie out here please!

Applied to this job last December, passed their test, went in for another interview. Another brand under their company also wanted to interview me so I came back, passed, and was endorsed to be interviewed by the director. So basically, I passed the manager and director interview, the hr I was in contact with told me that they will offer the job within the following week.

3 weeks passed by and the job offer didn't came thru even though I followed up twice. I was ready to move on until the hr sent a message in again. They were sent overseas and they're asking me if I'm still looking. I immediately replied afterwards.

Do you all think this is the standard process and I still have a chance to get the job? I really want this job and I believe it's for me and it's kinda hard to just let it go. I have rejected a few offers because I really wanted this and the process went REALLY well.
