Generating an overworld Nether

I run a multiverse server and I wanted one of the Nethers to be an overworld, but use all the nether biomes, I'm unsure if Multiverse commands are able to achieve this, or if I have to use the generator settings and write up a json (which I'm unsure on how to do), or if theres a plugin I can customise worlds using that would be better to run this. Please can someone help me?
